The Candlelight Procession takes place on the grounds of the Shrine after the Rosary in the Chapel of the Apparitions (this starts at 21:30).
The Candlelight Procession takes place every day between Easter (April) and Advent (November). However, in order for the procession to take place, volunteers must be available to transport the platform.
